Over the past nine years, I have been honored to serve you in our District 4 City Council Office. Having grown up and worked in this community, I’ve learned about every corner of our district and worked with you to solve some of our biggest challenges. Now, I am stepping up to continue this work and serve as your next District 4 City Councilman.
I am committed to representing our historic community by addressing the issues that matter most to you. I will prioritize addressing our basic needs by creating more accessible city services, delivering needed infrastructure projects, improving well-being within our neighborhoods, and promoting responsible growth that leaves no one behind.

ABOUT EDWARD
Edward was born and raised on the Southwest side of San Antonio in District 4. Always interested in political history, Edward volunteered on two campaigns in high school and participated in community meetings for SA2020. Upon graduating high school in 2011, Edward attended Loyola University-New Orleans and was the first in his family to graduate from college in 2015.
Edward returned to San Antonio and became an intern at the District 4 City Council Office for former Councilman Rey Saldaña. After a couple of months, he was hired full time. He continued to work for Councilwoman Dr. Adriana Rocha Garcia after she was elected in 2019 and has served the residents of District 4 for a decade. Throughout his time in District 4, Edward has worked with hundreds of residents to improve their neighborhoods through work on street and sidewalk repairs, new speed humps, code compliance concerns, park improvements, connecting residents with SAPD officers, and working on policies implemented city-wide.
Edward has been civically engaged and has served as a board member for MOVE Texas and a trustee for South San ISD. He has also participated in Leadership SAISD, the Hispanic Chamber of Commerce’s Alex Briseño Leadership Development Program, and New Leaders Council. These programs have helped Edward form leadership skills and collaborate with colleagues from various sectors of industries.

MY PRIORITIES FOR DISTRICT 4

Improving Access to City Services
Here’s the bottom line: When you need city services, it should be easier to submit a service request, receive timely updates on your 311 case, and find out the results. We need to increase the mobilization of our resources so that our corner of the city receives what it needs.
I Have:

Worked with hundreds of residents to resolve and investigate 311 cases

Submitted thousands of work orders on behalf of residents who couldn’t navigate the system or were too frustrated with a lack of response
-
Escalated cases to the directors of 311, Public Works, and other departments for a resolution
I Will:
-
Advocate for more resources to be delivered to District 4 based on need
-
Host town hall meetings for residents and departments to connect and better understand required fixes to the 311 system
-
Ensure departments like Animal Care Services, Code Compliance, Public Works, and Parks and Recreation work to proactively address concerns and provide enough staff to cover the demand

Delivering Better Infrastructure
Fixing our streets, sidewalks, and drainage should be a top priority for our next city council member. I will use my vast knowledge and experience solving street & sidewalk issues to work with our neighbors to deliver needed projects across the district. On Day 1, I’ll be the most prepared to advocate for our neighborhoods.

Supported community-drive speed bump petitions with funding

Upgraded stop signs to more visible flashing stop signs

Leverage city, state, and federal funding to fix our worst streets

Increase walkability in our neighborhoods and connectivity to nearby schools, parks, stores, and restaurants with better sidewalks

Continue to meet with residents on site to discuss issues with projects

Demand the highest quality work for our community

Champion Community Well-Being
No matter where you live in District 4, you deserve to live in safe, healthy, and prosperous neighborhoods. We deserve to be proud of where we live. Let’s continue to build a comprehensive public safety system that focuses on improving our quality of life across the district, including for our most vulnerable neighbors.
